The bid manager acts as the project lead during the Request for Proposal (RFP) period for Complex, large-scale civil and infrastructure projects delivered through alternative project delivery models and located across Canada. They oversee the production of an optimized and competitive technical proposal (the deliverable), ensuring full compliance with client requirements. They coordinate internal resources involved in design, proposal writing, estimating, construction, legal affairs, as well as external resources such as professional firms, long‑term asset management providers, and JV partners when applicable.
They handle all matters related to project management, including contractual agreements, compliance, scope, quality, proposal schedule, risks, and communication with stakeholders.
They work closely with the individuals identified as the Construction Project Director and the Investment Director, when applicable, for execution-related matters, ensuring the necessary information is communicated to establish execution schedules and prepare documentation required by subcontracting partners and the estimating team for project costing.
They ensure that all required commitments and approvals are obtained from their superior and the Executive Committee prior to proposal submission.
They maintain communication with the client’s representatives throughout the proposal development process. They also prepare, in collaboration with the legal department, any requests for clarification or modification to contractual documents.
What you will do



• Develop the Proposal Plan by defining the organizational structure of the proposal and ensuring that appropriate communication channels are in place between internal teams, partners (if any), and external firms involved.
• Lead or coordinate the efforts of the internal proposal team members (Design Manager, Construction Director, Proposal Writing Specialist) as the proposal leader.
Ensure that all human resources required for proposal development are mobilized.
• Collaborate in developing the bid strategy with the designated Project Director or VP of Construction (technical optimization strategies, procurement strategy, subcontractor involvement, etc.).
• Participate in developing the construction strategy with the Construction Director or VP.
• Ensure that a Project Execution Plan is prepared and that all anticipated costs are included in the price submitted with the proposal.
• Ensure the implementation of the document management system with appropriate document control procedures.
Coordinate with the Construction Director and the estimating team to assess construction costs (CAPEX), and with the O&M partner to assist them in preparing life‑cycle (OPEX) cost estimates in the context of a PPP.
• Identify cost‑impacting factors together with professional firms and the O&M team to optimize the net present value (NPV), in order to develop a competitive commercial proposal.
Develop a project schedule that incorporates contributions from all stakeholders, aligned with a Work Breakdown Structure (WBS) including project packages and activities (design, procurement, permits, construction, commissioning, etc.).
• Oversee, with legal advisors, the preparation of RFIs and discussions related to the various agreements required for the project (Design‑Build Agreement, Interface Agreement, Services Agreement, etc.).
Ensure that a risk analysis is completed and integrated into the project strategy.


Responsibilities – Proposal Production

• Prepare a proposal schedule and ensure follow‑up based on agreed milestones.
• Lead periodic meetings with internal and external proposal teams to monitor deliverable production.
• Work with management, the design lead, partners, and professional teams to develop key messages and winning themes to be incorporated into the proposal narratives.
Collaborate in producing technical content and participate in technical and commercial reviews (Red Team, Gold Team, etc.).
• Develop, obtain approval for, and monitor the proposal budget, making adjustments as required.


Upon Contract Award

• Work with the Construction Director and their team to ensure a smooth project handover.
• Collaborate with the relevant departments for commercial and financial close.



This role could be for you if you have

• Hold a bachelor’s degree in architecture or engineering;
• Have a minimum of 10 to 15 years of relevant experience;
• Have been involved in design‑build proposal processes;
• PMP certification is an asset;
• Be bilingual in French and English, both spoken and written;
• Demonstrate strong skills in management, communication, negotiation, and problem‑solving;
• Show initiative and leadership;
• Have an innovative and proactive business vision.
