Pomerleau is seeking a Senior Project Controls Manager.
Reporting to the Senior Director, PMO, the incumbent plans, leads, and coordinates all project control functions, including scope management, cost control, schedule management, risk and change management, as well as BIM and document management. They contribute to the project’s success by defining standards, implementing governance, and deploying best practices across these disciplines. Their senior leadership enables high-level reporting to project leadership and to the ADM client.
What you will do :

• Define, implement, and maintain project control processes, procedures, and policies in alignment with the management system;
• Ensure cross-functional consistency among project control disciplines (cost, schedule, risk, scope, changes) and recommend necessary updates;
• Deploy project tools and systems and ensure proper utilization by all stakeholders;
• Implement integrated cost and schedule tracking tools to support progress measurement and Earned Value Management (EVM).
• Prepare project dashboards and monitor performance indicators (cost, schedule, earned value, productivity);
• Work closely with the Project Director to establish and maintain the budget structure for the five sub-projects;
• Lead project budget re-forecasting and estimate-at-completion in collaboration with operations teams;
• Produce and draft periodic reports and executive summaries for internal leadership and the ADM client, in accordance with contractual deliverables.
• Support project leadership in the contract administration of Contract and its appendices;
• Oversee change and variation management: cost/schedule impact analysis, traceability, and cross-functional communication;
• Ensure proper tracking of registers and mandatory reports as defined in the General Administrative Conditions.
• Lead the project risk management process: organize reviews, update risk registers, and monitor mitigation plans;
• Communicate major risks to project leadership and, where required, to the client;
• Foster continuous improvement of risk management practices.
• Manage planning interfaces with adjacent airport projects (notably the REM), aligned with construction sequencing;
• Collaborate with ADM client teams and the integrated design team according to the contract responsibility matrix.

This role could be for you if you have :

• Bachelor’s degree in Engineering, Business Administration, Finance, Project Controls, or a related field (Master’s degree considered an asset);
• 12 to 15 years of experience in project controls or cost control within infrastructure or institutional construction projects;
• Demonstrated experience delivering projects under Construction Management and/or General Contractor models;
• Experience in airport environments or complex operational settings — a strong asset;
• Advanced proficiency in Microsoft Office; strong knowledge of project management systems and BI tools; experience with Primavera P6;
• Expertise in Earned Value Management (EVM), contract management, and commercial administration;
