The Proposal Manager acts as the project lead during the Request for Proposal (RFP) phase. They oversee the production of an optimized and competitive technical proposal (the deliverable), ensuring full compliance with the client’s requirements. They coordinate internal resources involved in design, proposal writing, cost estimation, construction, legal affairs, as well as external resources such as professional firms, long-term asset maintenance managers, JV partners (if applicable), etc., to ensure all are mobilized for the proposal development.
They handle all aspects related to project management, including contractual agreements, compliance, scope, quality, proposal timeline, risks, and stakeholder communication. They liaise with individuals identified as the Construction Project Director and Investment Director, when applicable, to relay necessary information for execution scheduling and the preparation of documents required by subcontracting partners and the estimating team for cost determination.
They ensure that all necessary commitments and approvals are obtained from their superior and the Executive Committee prior to submitting the proposal. They maintain communication with the client’s representatives throughout the proposal development process. In collaboration with the legal department, they prepare requests for clarification or modifications to the contractual documents.
What you will do

• Develop the Submission Plan by defining the organizational structure of the proposal and ensuring appropriate communication channels are in place between internal teams, partners (if any), and external firms involved;
• Lead or coordinate the efforts of internal proposal team members (Design Manager, Construction Director, Proposal Writing Specialist) as the proposal leader;
• Ensure all required human resources for proposal development are mobilized;
• Collaborate on the bid strategy with the designated Project Director or Vice President of Construction (technical optimization strategies, procurement, subcontractor involvement, etc.);
• Participate in the development of the construction strategy with the Construction Director or VP;
• Ensure a Project Execution Plan is prepared and that all anticipated costs are included in the price submitted with the proposal;
• Implement a document management system with appropriate procedures for document control;
• Coordinate with the Construction Director and Estimating Team to assess construction costs (CAPEX) and with the O&M partner to assist in establishing lifecycle costs (OPEX), in the context of a PPP;
• Identify cost-impacting factors with professional firms and the O&M team to optimize Net Present Value (NPV), in order to develop a competitive commercial proposal;
• Develop a project schedule that includes contributions from all stakeholders, aligned with a Work Breakdown Structure (WBS) including work packages and activities (design, procurement, permits, construction, commissioning, etc.);
• Oversee, in collaboration with legal advisors, the preparation of Requests for Information and discussions surrounding the various agreements required for the project (Design-Build Agreement, Interface Agreement, Service Agreement, etc.);
• Ensure a risk analysis is conducted and integrated into the project strategy;
• Prepare a proposal schedule and ensure it is monitored according to agreed milestones;
• Lead regular meetings with both internal and external proposal teams to track deliverable production;
• Work with management, the design lead, partners, and professional teams to develop key messages and winning themes to be conveyed in the proposal texts;
• Collaborate on the production of technical texts and participate in technical and commercial reviews (Red Team, Gold Team, etc.);
• Develop, obtain approval for, and monitor the proposal budget, making adjustments as needed;
• Collaborate with the Construction Director and their team to ensure the constructability of the proposal and oversee the handover of the file;
• Work with relevant departments to finalize the commercial and financial closure.


This role could be for you if you have

• Hold a bachelor's degree in architecture or engineering
• Have a minimum of 10 to 15 years of relevant experience
• Have been involved in alternative procurement proposal processes
• PMP certification is an asset
• Demonstrate strong skills in management, communication, negotiation, and problem-solving
