Under the supervision of the Proposal Director / Project Director on projects, the incumbent will be responsible for organizing, mobilizing and leading a project from a technical perspective. The responsibilities of this position cover all technical aspects of a project, including design of the permanent works, planning and development of the work methods, design of the temporary structures, geotechnical studies, surveys and 3D modeling (BIM), etc. The Technical Director will be responsible for all technical aspects of the project and as such will propose and implement technical solutions/options, control the quantities to be implemented, and ensure designs and deliverables progress and approvals are in accordance to schedule. The incumbent will manage the project’s technical team, including the design manager(s) and coordinator(s), as well as the methods and temporary works team, the BIM team, the survey team and will manage the agreements of consultants awarded for the project.
What you will do :

Planning

• Participate in establishing design service agreements in conjunction with the business development and legal teams at each phase of a project (proposal and execution), including scope of services, schedule and deliverables.

Project execution (proposal and execution phases)

• Plan, mobilize and lead the project technical team that will oversee the technical aspects of the project (design management team, methods and temporary works team, BIM team, survey team);
• Oversee development and training of the project technical team;
• Verify and validate the technical management plans (design, methods & temporary works, BIM, survey) and ensure all processes are in place and properly applied;
• Establish and lead the project’s technical committee, as appropriate;
• Participate in major technical reviews and validate the main technical choices;
• Oversee technical risks management, reporting technical risks on the project risk register as necessary;
• Ensure the various design and methods activities are properly coordinated with the other project teams;
• Supervise technical studies for methods, permanent and temporary works. Ensure compliance to the requirements whilst promoting optimization and efficient solutions;
• Participate in managing design service agreements for permanent and temporary works, in conjunction with the project control and commercial teams (i.e: negotiation of changes and/or additions to initial design service agreements);
• Review, validate and ensure compliance with the overall schedule of designs and deliverables, consistent with the project timeline and milestones;
• Assist the project team in establishing the information systems and selecting software and tools for the technical management;
• Produce a regular progress report on the schedule, cost and various performance indicators established for technical management; analyze performance, establish and implement preventive and/or corrective measures if necessary;
• Communicate with suppliers and subcontractors on technical aspects and report important issues to the Project Director / Bid Director when necessary.
• Liaise with Owner’s representatives for items under its jurisdiction.

Project closure

• Participate in feedback sessions and ensure archiving at the end of the project.
• Assist the teams in charge of the financial closure aspects for design contracts.
• Participate in evaluating the consultants’ performance.

This role could be for you :

• Bachelor’s degree in engineering;
• Member of a professional regulatory body (e.g.: P-Eng) or holder of an engineering school diploma from outside Canada;
• At least 10 years of professional experience on major projects in technical management (methods and temporary works as well as design management on major, complex and multidisciplinary projects);
• Experience on civil and infrastructure projects (roads, bridges, transportation systems, etc.) using design-build, PPP or other alternative modes that include design;
• Knowledge of the construction environment; experience within construction project teams on site is an asset;
• Familiar with design using 3D BIM modeling;
• Highly organized with good management, coordination and prioritization skills;
• Ability and experience to lead teams, delegate effectively, coach and promote team development, resolve conflicts, motivate and drive staff towards established goals, understand others, recognize their values and act accordingly;
• Act in a fair, transparent and consistent manner;
• Excellent communication skills, both internally and with various project stakeholders; ability to interact comfortably with the various parties;
• Good negotiation and problem-solving skills;
• Proactive, excellent analytical skills and ability to adapt;
